Megawatts, GPUs and wages get rationed; allocation becomes the moat.

Scarce inputs focus · sovereign compute · allocation

Tech Breakthroughs
- Vietnam runs 15,000 GPUs while Seoul plans 250,000: NVIDIA offers a national LLM blueprint — TNGlobal
NVIDIA's ASEAN vice-president proposed four cooperation tracks to Vietnam's science ministry, including a Vietnamese large language model built on the open Nemotron family and a national computing-capacity plan.
Positive-sum angle: A sovereign model trained on open weights lifts every builder downstream of it. Vietnamese labs, universities and startups inherit a Vietnamese-language base they would each otherwise fund alone, and the training data they contribute back raises the floor for the next team.
What's the impact: SEA founders building Vietnamese-language products should plan on a national base model landing inside three years and build the layer above it: evaluation sets, domain fine-tunes, deployment tooling. Compete on the corpus, not the pretraining bill.
- Assembly built the ringgit, but who designs the chip? Malaysia hands Arm tokens to five firms — TNGlobal
Oppstar and Alphaswift take the latest of eight Arm technology awards under the Economy Ministry's collaboration with Arm, split across four Compute Subsystem tokens and four Flexible Access tokens.
Positive-sum angle: Design IP compounds where assembly never did. Each Malaysian team that ships silicon on Arm's subsystem trains engineers who leave and found the next design house, and 1,530 people have already finished Arm's on-demand training against a 10,000 target across twelve universities.
What's the impact: Penang and KL hardware founders should hire from that training cohort now, while the salary gap to Singapore and Taiwan design houses is still open. The design-services layer around these tokens gets contracted before the first tape-out.
Emerging Industries
- Twenty bidders, four winners: Singapore rations 200 MW of data-centre power on Jurong Island — TNGlobal
Digital Realty, Equinix, Keppel and ST Telemedia take 50 MW each from more than twenty proposals, on terms requiring half their power from green sources, liquid cooling and Green Mark DC Platinum certification.
Positive-sum angle: Rationing by carbon standard rather than by cheque size sets a regional benchmark. Biomethane suppliers, low-carbon hydrogen projects and liquid-cooling vendors now have four anchor buyers with binding conditions, which is the demand signal Johor and Batam projects will price against.
What's the impact: ASEAN operators whose AI workloads lost this round should secure Johor and Batam capacity before the Singapore shortfall reprices it. Climate-infrastructure builders should sell into the four winners' green-supply obligations, which are contractual, not aspirational.
Open Source Projects
- The agent loop stops being the moat: OpenAI opens Codex's Harness under Apache-2.0 — Open Source For You
OpenAI released the execution framework behind Codex, along with the CLI, SDK and app-server, under Apache-2.0. The harness lifted GPT-5.6 Sol's ARC-AGI-3 score from 13.3 percent to 38.3 percent while cutting token use sixfold.
Positive-sum angle: Harness quality turns out to be worth more than model rank, and it is now free to copy. Every team running a smaller or self-hosted model can claim the same execution gains, which pushes competition up to workflows and data where regional builders already hold ground.
What's the impact: SEA engineering teams should re-benchmark cheaper models inside this harness before renewing frontier API contracts. A sixfold token cut changes the unit economics of agent products priced for Jakarta and Manila, not just Singapore.
Business Models
- When payday is the health plan: Paywatch turns earned wages into medical bills at zero interest — TNGlobal
Paywatch and IMU Healthcare launched MediPay, letting Malaysian workers pay for seven screening and therapy packages from wages already earned, at no interest, with dental and chiropractic care due in later phases.
Positive-sum angle: Earned-wage rails carry more than cash once they exist. Clinics gain prepaid demand, employers gain a benefit that costs them nothing, and the worker skips a moneylender, so each new category added to the rail raises its value to everyone already on it.
What's the impact: SEA fintech founders should treat earned-wage access as a distribution rail, not a product, and pick the second category to run on it: medical, tuition, insurance premiums. In Malaysia 70.2 percent of formal workers earn MYR5,000 or less against KL family costs near MYR6,183.

Never miss a SEA deal.
